The EU Directive 2009/104/EC (formerly 2001/45/EC) includes the requirement that users should be able to stand securely and hold on safely at all times. In Germany, this is implemented by BetrSichV §3(1), which stipulates that work equipment must be suitable for the work to be carried out.
