TECHNICAL BASICS STANDARDS AND REGULATIONS Anchor devices (AEs) according to EN 795 TYP A, C, D which are part of a structure after assembly and whose dismantling reduces the performance of the building are no longer covered by EU Regulation 425/2016 according to the European Commission‘s implementing decision 2018/2181 of 24 Nov. 2015. Consequently, these anchor devices do not have European approval according to EN 795:2012. Due to the lack of a European regulation (hEN or EAD), the Federal Republic of Germany has included these anchor devices as unregulated construction products in the model administrative regulation „Technical Construction Regulations“ (MVV TB). As an unregulated construction product, these AEs, which are not harmonised at European level, require a national certificate of usability for installation in accordance with the applicable technical construction regulations. The following usability certificates are permissible: • calculation of the static system according to valid standards • general technical approval (abZ) (valid inn Germany) • european technical assessment (ETA) • general structural test certificate (abP) • consent in individual cases In the case of anchor points with an ETA or abZ, the assembly. The combination, the so-called proof of applicability of the individual building products, such as anchor point, anchorage (dowels, screws, etc.), anchorage substrate (concrete, trapezoidal steel sheet, etc.) and load direction is defined in the type approval. There are two types of type approvals, the general type approval (aBG) and the project-specific type approval, which describes the deviations from the aBG or a special application. In the case of anchor points, both the construction products (anchor point, anchorage, substrate) and the types of construction (installation, application) are regulated by the German Institute for Building Technology (DIBt) in the abZ, which also includes the aBG. Both approval documents (abZ or ETA) regulate the distribution and assembly of construction products without a harmonised standard. The main difference between the two documents is their validity and their marking. The general technical approval (abZ) is only valid in Germany and the construction product is labelled with the „Ü mark“ The European Technical Assessment (ETA) is recognised in all EU member states, as well as in Switzerland and Turkey. The construction products are labelled with a „CE mark“. Both authorisations are equivalent in Germany. Validity of EN 795:2012 TYP A,C, D: Due to the lack of a european regulation (hEN or EAD) for anchor points, several European countries have adopted the parts of EN 795:2012 dealing with TYPs A, C and D partially or completely into their national structural codes. %Thus, EN 795: 2012 TYP A, C, D is currently still part of the approval process for anchorage devices outside Germany in conjunction with ground-specific dynamic and static tests.
